My neighbors and there kids?

My neighbors have 3 kids. A 6 month old boy,Kaiser, a 2 year old daughter, Shiloh, and a 7 year old boy, Trace. The kids are outside swimming, They have Kaiser in some baby floating thing. and Shy is wearing a life jacket and trace is being mean to both the little ones.He'll try pushing Shy underwater and shes screamed for the past 5 minutes and all the parents are inside drinking....What do i do? There the same ones that leave there kids home alone, the cops have been called more then once by people in the town and the kids dont answer the door for anyone so the cops leave and ume nobody's home. What do i do? Go watch the kids or Go say something to the parents?
