11 month old gags on pureed (stage 2) baby food?

My 11 month old will sometimes gag on her baby food, which is pureed. She eats Cheerios fine, along with the zwieback toast and gerber wagon wheels, but I'm nervous about moving her on to chunkier foods because of this gagging. My older one never did this ... Has anyone had similar experiences? What does it mean? Sometimes I think it's because I've put too much on her spoon or she hasn't completely swallowed the previous bite, but that doesn't seem to be true every time. Any help is greatly appreciated!!
